After signing up for Amazon Business, you may add groups and users to groups and set permission levels for each person.

Users (People) are part of a business account, and have one or more roles. Each customer has an Amazon Business account with their own email address and password.
Administrators manage business accounts. For example, they can invite other users to join the business account, and manage shared payment methods, shipping addresses, and delivery preferences.
Buyers (Requisitioners) place orders for the organization after they are assigned permissions by the Administrator.
NOTE: They can only see orders They placed/initiated.
Finance users access, customize, and schedule Amazon Business reports.
NOTE: They can see ALL orders in their corresponding group & can Act on them (Return, Request Refund, etc...)
Tech users manage domain names, authentication methods, API keys, and IT system integrations such as purchasing systems, transaction data, and single sign-on.
Amazon offers several business features including Guided Buying and Approval Workflow. These features will be beneficial if you want to implement VA's or other team members and unnecessary for others.
Guided Buying allows you to specify preferred items or sellers based on set criteria. Guided Buying also allows you to restrict or block certain product categories from purchase.
Buying policies with approvals increase visibility and control spending. Administrators can designate buying policies with approvals at the group or account level. You can even create custom approval policies for each individual requisitioner.
Administrators can manage their saved suppliers list, access supplier profiles and storefronts, and contact suppliers from the Manage Suppliers page.
